Late on June 29 Google sent out a pretty massive PR update.
It was like unleashing the floodgates. Some sites that had been working for a year at PR0 suddenly became PR4. Most people were likely happy with the sudden love from Google.
But there is always someone in the crowd that will find a way to complain...
